Key provisions of the bill include the establishment of a new U.S. visa category for rights defenders facing imminent threats, enabling them to seek refuge before they are subjected to harm or persecution. Additionally, it proposes an expansion of government personnel dedicated to democracy and human rights issues, both domestically and within high-risk countries, such as those with a history of rights abuses.
Should the legislation be enacted, it would mandate the formulation of a comprehensive “Global Strategy for Human Rights Defenders” by the U.S. government. This strategy would assess existing resources for supporting human rights, outline prioritized measures to enhance protection for rights defenders, and set forth specific objectives for implementing the bill’s policy directives.
