In a move that is expected to shape the future of French immigration policy, the French government has announced plans to introduce a new legislative bill aimed at tightening immigration controls. Prime Minister Michel Barnier, appointed by President Emmanuel Macron in September 2024, has confirmed that the bill will be presented to the French parliament in early 2025.
The proposed legislation is set to include several provisions that have sparked significant debate, particularly around the extension of detention periods for undocumented migrants and new measures to facilitate deportations. A Shifting Political Landscape
Barnier, a veteran conservative and long-time immigration hardliner, was brought into power after Macron narrowly avoided a defeat to the far-right National Rally (RN) in the 2024 elections. To prevent further political drift to the right, Macron appointed Barnier, known for his firm stance on immigration, and tasked him with spearheading the new bill. Barnier, in turn, appointed Bruno Retailleau as interior minister. Retailleau, a staunch advocate for restrictive immigration policies, has been vocal about his intentions to curb irregular migration and increase deportations of rejected asylum seekers.
The proposed bill is expected to reintroduce several provisions from a previous immigration law, which was passed in 2023 but later struck down by France’s Constitutional Council due to concerns over its strict measures. These provisions include the potential extension of detention periods for irregular migrants, particularly those deemed to pose a security threat. The government is also reportedly considering new offenses, such as “illegal residence,” which could further criminalize undocumented migrants and restrict their ability to regularize their status.
Left-Wing Opposition and Political Tensions
The proposed bill has ignited a fierce backlash from the left, with many viewing it as a political concession to the far-right RN. Olivier Faure, First Secretary of the Socialist Party, condemned the bill on social media, accusing the government of attempting to placate anti-immigration sentiments within parliament.
The timing of the bill’s introduction is critical. After the 2024 elections, France’s National Assembly is now home to a fragile coalition of left-leaning parties, known as the Nouveau Front Populaire, which helped prevent the RN from taking power. However, this coalition remains fragile, with tensions between Macron’s centrist camp and leftist factions, who feel sidelined by the current government.
Immigration at the Forefront of Policy Challenges
With Prime Minister Barnier facing ongoing challenges from both the left and the RN, the new immigration bill represents just the first of many legislative hurdles for the government. Barnier has already weathered a no-confidence motion from the Nouveau Front Populaire, aided by support from the RN.
