The Peace River Regional District (PRRD) has awarded Lambourne Environmental Ltd. an invitation to tender for the cleaning of the Charlie Lake, Rolla, and Kelly Lake wastewater lagoons.
The tender encompasses the de-sludging and de-watering of biosolids within the lagoons. The estimated costs break down to $156,004.75 for Charlie Lake, $102,806 for Rolla, and $116,930 for Kelly Lake, with a maximum contract value of $375,740.75, excluding taxes and incorporating a 10% contingency.
A presentation by McElhanney Ltd. in November 2023 highlighted the necessity for updates and repairs within Charlie Lake’s sewer system.
As per a report to the board, McElhanney developed the Capital Infrastructure Plan (CIP) in 2023 for the Charlie Lake Sewer, outlining requirements for the sewer collection system, trucked waste system, and sewer treatment facility. The CIP underscored the need for increased maintenance at the Charlie Lake lagoons, with additional requirements identified for the Rolla and Kelly Lake lagoons.
The tender invitation was issued in February and closed on March 21, 2024.
Lambourne Environmental Ltd. emerged as the sole bidder and was recommended by staff based on a high criteria score encompassing budget adherence, methodology, experience/qualifications, and warranty.
The cleaning process is tentatively scheduled to commence in August 2024, with completion expected by September of the same year.
