Mississippi Enacts “Zeb Hughes Law” to Expedite Death Declarations After Catastrophic Events

by Celia

In response to the tragic disappearance of two young duck hunters on the Mississippi River, Mississippi has enacted a new law aimed at shortening the wait time to declare individuals dead following catastrophic events. Named the “Zeb Hughes Law,” the legislation aims to provide closure sooner for families grappling with uncertainty after such incidents.

Sharon Hughes, whose son Zeb went missing during a duck hunting trip in December 2020, endured a grueling nine-month wait to secure his death certificate through a court order, only to learn she would have to wait seven years. This prolonged uncertainty prompted Hughes to collaborate with Representative Becky Currie, who initially proposed the legislation in the House. Despite initial setbacks in the Senate, Senator Jason Barrett later integrated the bill into House Bill 1068, leading to its unanimous passage.

Under the amended law, families can now petition the court for a death certificate within two years of a catastrophic event, significantly reducing the previous waiting period. Governor Tate Reeves signed the bill into law on July 1, marking its official enactment.

Senator Barrett praised the collaborative effort behind the legislation, emphasizing the importance of providing closure to families like Hughes’. Reflecting on her journey, Hughes expressed gratitude for the support and faith that sustained her through the ordeal, trusting in God’s guidance throughout.

The “Zeb Hughes Law” underscores Mississippi’s commitment to addressing the emotional and administrative challenges faced by families in the aftermath of catastrophic events, ensuring expedited processes for obtaining vital documents essential for financial and emotional closure.
