China has deported an American citizen suspected of child sexual abuse back to the United States, marking a significant step in bilateral law enforcement collaboration between the two nations.

The individual, identified only as “Scott,” had been sought by US authorities since 2014 and was subject to an Interpol “red notice” issued in 2018. According to reports from China’s Ministry of Public Security, Scott was handed over to officials from the US State Department’s Diplomatic Security Bureau at Shanghai Pudong International Airport on Wednesday.

The cooperation underscores ongoing efforts by both countries to enhance mutual assistance in criminal investigations, despite not having an extradition agreement. China’s role in aiding the return of fugitives to the US mirrors recent actions by Washington, which in June repatriated two individuals wanted for serious criminal offenses to China.

One such case involved Xu Chaofan, a former banker implicated in a major corruption scandal within China’s banking sector. Xu was extradited and subsequently sentenced to 13 years in prison for embezzlement and misappropriation amounting to over US$483 million.

President Xi Jinping’s anti-corruption campaign has facilitated these exchanges, showcasing a broader commitment to combating transnational crime. Since the Xi-Biden summit in San Francisco, both countries have intensified their collaboration on law enforcement, with a particular focus on narcotics control and combating the global fentanyl trade.

US Secretary of State Antony Blinken highlighted “important progress” resulting from recent meetings between senior officials from the Chinese Ministry of Public Security and the US Department of Homeland Security. Discussions have led to measures aimed at curbing the shipment of fentanyl precursors from China and targeting companies allegedly involved in their global distribution.

The cooperation extends beyond narcotics control to encompass broader issues such as the repatriation of illegal immigrants and the management of transnational crime. A recent video call between Chinese Public Security Minister Wang Xiaohong and US Homeland Security Secretary Alejandro Mayorkas reaffirmed commitments to deepen collaboration in these areas.

In a related development, the US has also taken steps to address immigration challenges, including the deportation of 116 Chinese nationals, marking the largest such charter flight since 2018. This action follows a surge in Chinese immigrants attempting to enter the US via Mexico, with arrests along the southern border increasing tenfold in 2023 compared to the previous year.
