New York’S Upcoming Laws For 2025: Key Changes You Should Know

As 2025 approaches, New Yorkers can expect a range of new laws that will go into effect starting on January 1. Congestion Pricing Launches in New York City

One of the most anticipated changes in New York City will be the introduction of congestion pricing, which will begin on January 5, 2025. This initiative aims to reduce traffic congestion and air pollution in Manhattan by charging vehicles for driving in certain high-traffic areas. This move aligns with the city’s broader efforts to make urban transportation more sustainable and environmentally friendly.

Moped Registration and Safety Laws

Starting on January 7, 2025, all buyers and sellers of mopeds and motor scooters in New York will be required to register these vehicles with the state, as per new legislation (S7703B/A8450B). Improved Transparency in Assisted Living Facilities

This measure aims to give families and potential residents better insight into the services and costs associated with assisted living, while also allowing high-performing facilities to receive “advanced standing,” meaning fewer inspections.

Expanded Flu Shot and Pneumococcal Vaccines Requirements

A new law (S9550/A9886) will require hospitals to offer flu shots to patients aged 50 and older, and pneumococcal vaccines to patients aged 65 and up, starting in 2025. This new law is designed to reduce the risk of serious health complications from these common infections, particularly among older New Yorkers who are at higher risk.

Workers’ Rights and Safety Measures

Several important changes are also coming for workers across the state. On February 24, 2025, the Retail Worker Safety Act (S8358C/A8947C) will require employers in retail to establish and enforce workplace violence prevention programs. This includes training staff, creating a written policy, and providing panic buttons for emergencies.

In another change, starting on February 23, 2025, health clubs (such as gyms and spas) will be required to offer easier membership cancellation processes and shorter refund deadlines (S932D/A4667B). This move is aimed at improving consumer rights for those who need to end their memberships.

Changes in Health and Emergency Regulations

Beginning in March, New York will require maternal healthcare facilities to ensure that expecting and new mothers have access to their designated doulas during delivery and inpatient care (S5992A/A6168A). This law emphasizes the importance of emotional and physical support during childbirth, recognizing the role doulas play in maternal health.

In another significant move, starting on March 13, New York prisons will be required to implement yearly plans to protect inmates and staff from extreme heat. This includes providing fans, water, ice, and cooling stations to ensure safe living conditions (S7781A/A9169A).

Short-Term Rental Hosts to Register Properties

New York is also moving forward with a new regulation (S885C/A4130C) that will require short-term rental hosts, such as those on platforms like Airbnb, to register their properties. This initiative, set to take effect on March 25, 2025, aims to ensure greater safety and accountability within the short-term rental market.
